Tony,
I had the problem awhile ago. The solution was to reload x-tracks. Did that and everything has worked fine since.

Here's the likely issue: IF you installed one of the "new" SLI routes--BNSF Seligman or CN Ruel into your main MSTS folder--I made this mistake--the installer will overwrite track and road .ace files with .dds files in every route in the folder in which the SLI installer is pointed to. That is a very poor way to set up an installer--an installer should NEVER modify files that are not directly used by program or product being installed--but that is what the SLI installer does.
To solve the problem, the "offending" .dds files in routes targeted by the installer should be converted to .ace files, or the appropriate .ace files can be copied from a backup to routes where they are still needed. The latter is what I did.

Question: Did you add a new Trainsimulations route to your MSTS folders.
Statement. If you did, then the reason you are not seeing track textures is because the installer replaced files in the Global/Shapes that called ace with ones that call dds. Therefore if you have ace track textures in your route folders they will not show.

Bah. I just got bit by this as well. Not a happy camper that Global was updated...
Re-ran the Scalerail installers which reverted to the 2010-2015 shapefiles, which seems to have resolved it.
This may still be a bug in that there's nothing logged that indicates textures missing for the Scalerail shapefiles, which tells me it knew the ACE files were present but was still trying to load DDS textures that don't exist.
