Is there an installation manual for the monogame version of OR. The main manual says see Installation manual, the only one of these I found is version 0.9.

No,
there is no installation manual. In general, provided one has a PC able to run the actual releases of the standard OR, downloading the pack and unzipping it somewhere in the PC should lead to a self-contained, ready-to-run installation.

Another question, can the basic 1.3.1 version of OR be installed on an isolated system, ie with NO internet access, it says (I think) somewhere on install it will try to download some content.

I don't have internet on my OR computer, and it runs fine. No complaints about inability to download stuff or anything like that

Hi Lindsay,
Perhaps you may be thinking of the TSRE install which does exactly that.
