I understand MSTS had certain limits on what you could do w/ a .fa file -- less than 4000 polys, only one per .wag or .eng, maybe others.
Which, if any of those old limits had been lifted in OR?

IIRC, MSTS had a limit of ~7500 Polys for an FA File and one (1) FA File per model (.eng or .wag)
ORTS allows more than one FA Files per model (.eng or .wag).
However, I have not tested the Poly-limit of ORTS FA Files,
since all my FA Files have been less than 7000 Polys

I don't expect particular poly limits for base and additional freight animations in OR.

Can a .fa part have one of the reserved named parts -- bogies, wheels, whatever?

FA should never be allowed to have animated parts because it greatly increases animation difficulty.

Reserved part names linked to speed like wheels or rods rotate/move at constant speed if part of an OR FA. I checked this by defining a tender loco as OR FA on a flat car.
An OR FA can also contain animations like the ones available in route objects. I just tried to define as OR FA on a flat car an animated würstel seller by Didi2004, and he does his job putting mustard on the würstel without problems. :)

That means it is possible to have animated wipers for 2D Cabs.
