When I start a train that starts at a time later than the trains in the pool the pool trains do not start until that train starts.

That's not something I have ever experienced. On the contrary, some pools have more trains created than required and these are stored in the sidings at whatever time that location is visited.
Can you please provide details on the command you use to create the train - perhaps that's where the problem lies.

I spoke to soon, the problem is back. If I start the Watcher train at 5:20 the train in the pool doesn't initialize until 5:20.
