Can TSRE use historical topo maps as a overlay?

No. But you can load any old map in josm software, adjust it to current map, draw new vector data, save it as gpx and use in tsre as marker file.

Can you explain how one does this? This is all new and no experience .

I've seen people use old sanborn maps in TSRE, so you should be able to use historical topo maps the same way. I think maybe they used the graphic files of the maps as ground textures?
