I use for this moment this commmands for a Dynamic brake, based on Curvediagram of Siemens:

Is it no longer necessary to use the speed in m/s and braking force in N?

The defaults for Force and Speed are still Newtons and M/S, nothing has changed.
The example you are referring to is not using the default OR UoM (N and ms ) and therefore the UoM must be specified.
See Section 22.1 Units of Measure in the manuals for a listing of the default UoM and all other UoM that OR accepts.
