OR allows for manual weather changes, however there are some limitations.
1) If weather starts from the clear state, you can't gradually increase precipitation intensity to arrive to a rain state
2) If weather starts from the clear state, you can't directly pass to snow precipitation, neither abruptly nor gradually increasing precipitation intensity
3) If weather is in rain state, you can't gradually switch to snow state
4) If weather is in snow state, you can't switch to rain state, neither abruptly nor gradually.
I have prepared a patch for this. Here are the .exe and .dll file to replace within x.4109.

With this small patch, even starting from a clear state, you can increase precipitation intensity with the already available key combination.
A new couple of keyboard commands has been introduced, that is Increase precipitation liquidity (Ctrl+Alt+=) and Decrease precipitation liquidity (Ctrl+Alt+-). These respectively allow for a gradual shift from snow to rain and from rain to snow. They can also be used with clear weather, so that when one gradually increases precipitation, this comes out of the desired type.

Carlo, another question if I may... is the precipitation effect you want to roll out to end users wholly independent of which terrtex folder has been displayed? IOW, can we have falling snow without /snow terrtex being displayed or /snow terrtex displayed under clear skies??

with my modifications I have removed some limitation, however already with the commands already available now it is possible, e.g., to fully remove overcast and still have rain falling or to have snow falling on summer terrtex.
What I can do is to add these two controls: precipitation intensity cannot risen above zero with fully clear sky, and vice-versa overcast cannot be brought down to zero when there is precipitation falling.
Instead I don't think to check about coherence between terrain and precipitations, because in reality you can have practically all combinations: you can have snow falling on green grass (and maybe immediately melting), as well as having clear sky with terrain covered by snow. It would be nice to have the possibility to have a gradual passing from uncovered terrain to terrain covered by snow, but this would require slowly intermixing the two terrtexes, which I don't think is an easy thing.

I agree there should be a complete disconnect between which terrtex is displayed and the current weather. I was concerned about an old, unwanted KUJU feature that linked them together. Sounds like it is gone.
I had not thought of the other issue you raised... yeah, it probably makes sense to add those two limits you described.

You can run in "Explore in activity mode" and have randomized dynamic weather.
