I just unzipped the latest build and got this from Norton Anti Virus,

I assume it's Norton and not a problem, but figured I would check before ignoring the warning.

Your assumption is correct...it is Norton Sonar doing the dirty deed. Just being a good, overprotective nanny.
Go to Norton main panel\settings\Antivirus\Automatic Protections\Sonar --- and turn off Advanced mode, or configure to notify before removal

To whitelist use Scans and Risks tab (Settings-AntiVirus) - Exclusions/LowRisks and use the Configure under the various settings to elminate OpenRails content from scans and Sonar.
