It's more likely people change the directory name, for the same reasons the name of the route might change (e.g. change of area included, conflict with an existing route, etc.). And if the MSTS activity packager is the only thing that cares about directory name matching RouteID, very few people will notice that they've ended up different.
I have 133 routes, and only 14 of them have different directory names to RouteID values:

Ok then RouteId from TRK file will be used by TSRE in next version.

TSRE5 interprets the Reach Speed (see picture above) in m/s and writes it as such in the .act file. MSTS interprets it also in m/s.
However activity builders are accustomed with MSTS AE, that allows to enter speed in km/h or mph, depending from the speed unit of measure defined in the .trk file, see below. MSTS AE then converts such entered value in m/s and writes it in the .act file.
