The FSX skydome has a problem with being one generic sky for everywhere in the world. While weather works the same way all around the globe, local terrain and atmospheric conditions affect the prevailing weather conditions -- which affect the typical cloud formations/sky appearance at the local observer's level. Putting the skydome into the activity, or even the route, allows the appearance to be fine-tuned to what's typical to the local area. Making it activity-based allows the skydome to be adapted to the locality and special conditions. Running a train through open plains at the height of summer? Individualized skydomes could allow a special "dust storm" environment, a characteristic of that kind of area, in a particular activity.

Yes, but that's not a problem for FSX, because the weather in FSX is not part of the skydome. Dust, clouds, and other atmospheric conditions are separate things and rendered separately. This is because an OR-like system is impractical for a sky that you, by necessity, must interact with. I think that the activity-based solution will be great for OR for now, but the ultimate solution, should it ever become practical (and, who knows, it might not, as Dave mentioned, it would be a lot of work) would be a dynamic, 3-dimensional sky with volumetric clouds, haze layers, and so on. In such a system, the function of the sky dome is only to render the sky behind the weather (which is more or less a simulation of the way it works in real life).
