I have had a look at it, and it appears that calculation of MEP was not going to zero correctly when the throttle was at zero.

Hopefully this has now been corrected in #3878.

Please confirm.

Now I was able to upload version X3879. The effect is gone. Different testeted steam locomotives with released brakes, closed regulator and maximized reverser don't move now.
