Generally speaking the tender is coupled permanently to the loco unless having major overhaul. This should be reported as a bug and probably fixed.

The entire coupler code needs an overhaul. To OR a coupler is a coupler, even if there is not one present, and if there are two in the eng or wag file it ignores one if I am reading the code correctly. So you can couple a consist having a mix of no couplers, chain, auto or bar with no problems. It treats them all the same.
