There are only two notches to the brake controller of the panniers, which should also have two ejectors, small and large. The difficulty driving arises from the inability of the train pipe to charge the required vacuum level. This can be overcome by using the SHIFT / keys or modifying the brake controller.

The modified brake controller is
Brake_Train ( 0 0.99 0.1 0.98
NumNotches( 3
Notch(0 0 TrainBrakesControllerReleaseStart )
Notch(0.2 0 TrainBrakesControllerRunningStart )
Notch(0.5 1 TrainBrakesControllerApplyStart )
)
)

The running position can be used to hold a vacuum level while braking

This is true but many people are not comfortable with modifying eng files. Also, SHIFT / does not completely release the brakes on 7820 and 7828. Even if SHIFT / does fully release the brakes it is instant full release, which makes braking less controllable.

I have been looking into the 7820 and 7828. The problem is the throttle not having a release position. Using Shift / only sets 16 inches of vacuum instead of the required 25. Using the modified throttle gives the full 25 inches.
