What recording did you use? Based on the blowing style, my guess is that it's from Cass.

Not Cass. The Manufacturer of the Whistles offer them for sale to Live Steamer Clubs and have Several Demo downloads of the different styles.
*Cass Does have this very whistle connected to a steam line on one of their shays I found it on youtube It is Made by the manufacturer where I got these sounds.
