A mediocre locomotive with only 69 domestic unit's sold plus another
131 export's to Mexico, Brazil and India. With the 251B V12 it's
reliability was much better than with the previous 244 engined models.
Still with 200 unit's it wasn't going to lift ALCo and MLW out of it's
slump in the market. The Pennsylvania RR, Southern Pacific and
Chesapeake & Ohio were the largest domestic users at 21, 24 and 10
respectfully.

for use in those programs.
